His name is Chris Gethard. He had a show on truTV where Will Ferrall was a guest and they did some sort of satanic ritual, of course as a parody. A caller also called in asking about a pizza and they started talking about babies. It looks just like the clown.https://youtu.be/mWLorfMbU38

Creepy video of some guy dressed as a clown singing with a little boy with face paint on. I don't have the clip so you'll have to find it yourself but it's obvious there's some kind of abuse going on.
