This is prooobably gonna get a mass of downvotes, but I'll say it anyway.
I'm not so sure this is as cut and dry as saying they're complicit in or that they condone the proliferation of illegal material.
While they really should do more by enacting strict ID, age and consent verification and the like, the problem with accusing them of complicity is that through the sheer volume of content submitted they rely on people reporting the illegal content.
Consider what happens when some degenerate posts illegal filth to the chans or even Voat. The site owners/moderation team do act as swiftly as possible to remove the content from view and presumably do work with authorities to help identify the perpetrators. Would we accuse Putt or Watson of complicity if someone shat up their sites? No, we report it and hope they act swiftly.
This article from The Guardian covers some of the allegations recently levied at Pornhub and outlines that in the case of GirlsDoPorn, their response time was morbidly delayed – but it also contains statements from the owner of Pornhub as to their stance on illegal content. Whether they can be taken at their word or not, I'm not sure.
But if they are removing illegal content as soon as practicable once it's flagged by the community, if they do cooperate with authorities and assist with helping the victims of illegal content submitted to the site, okay – but as said, they really should implement stricter submission protocols.
If they aren't doing the right thing, well, let's hope the authorities force their hand or shut them down.

Most isn't flagged. There's CP and true rape videos all over most every porn site. They don't GAF. It's inextricably tied to human trafficking and child abuse.

You're not wrong on those points, it is a very serious issue.
However, I can't speak for certainty on behalf of the site owners. That's something for the authorities and said owners to deal with. I truly hope they're all doing the right thing to the best of their ability, and I'm not going to stand in the way of justice being served if they aren't.

You're not wrong on those points, it is a very serious issue.
However, I can't speak for certainty on behalf of the site owners. That's something for the authorities and said owners to deal with. I truly hope they're all doing the right thing to the best of their ability, and I'm not going to stand in the way of justice being served if they aren't.

They also host videos of child-looking adults being raped and abused, which is also illegal. They don't take those down either.
