Disclaimer: Much of this comment is based on sources provided by a Snopes article about the photo in question, but I have gone to the effort of thoroughly researching what said article says and researching beyond the scope of said Snopes article; please be sure to read to the end.

Important correction:

The photo in question has been online since at least 2006, via this gawker.com article (archived April 12th, 2006) – which states states that, according to the person who sent Gawker the photo, the plane is owned by Ron Burkle:

We’ve received this picture before and sort of ignored it. But it showed up today, and it has newfound relevancy. If the emailer is to believed — and frankly, there’s no particular reason to believe it, but why not? — that’s Bill Clinton, with his arm around a 19-year-old NYUer named Rachel, photographed on Ron Burkle’s private plane. Insert your own lecherous jokes here.

It is possible that the woman is both Rachel Chandler and aged 19 at the time of the photo, allegedly taken in 2006 (per the apparent year of the Gawker article being published). This is bolstered by this 2009 article from The Cut which identifies Rachel Chandler as a 22 year old at the time of publishing – with would make Rachel Chandler 18 - 19 in 2006.

Interior photos of Epstein's Boeing 727, nicknamed "Lolita Express", do not match the interior design seen in the photo in question.

It is marginally possible that the plane actually belongs to Frank Giustra:

A Forbes profile for Ronald Burkle, archived on April 11th, 2006, states:

Former bag boy founded investment company Yucaipa 1986; made fortune with leveraged buyouts of supermarket chains Fred Meyer, Jurgensen's, Ralph's. Dealmaking ever since. Recent transactions: invested $100 million in Sean (P. Diddy) Combs' Sean John clothing line; sold majority stake in food supplier Golden State Foods to Wetterau Associates, of St. Louis, for $110 million. Also big stake in Pathmark grocery stores. Longtime Democratic fundraiser a close friend of Bill Clinton; former President calls Burkle's 757 private jet "Ron Air."

Ronald Burkle, Bill Clinton and Jeffrey Epstein:

The manifests indicate there were no Secret Service agents on Clinton’s trip with Epstein to Africa in late September and early October 2002, where records show they were joined by actor Kevin Spacey and comedian Chris Tucker, doesn't list any Secret Service agents either.

Others on that trip included entertainment agent Casey Wasserman, Clinton ally and future Barack Obama National Security Council member Gayle Smith, and billionaire businessman Ron Burkle.
