David Hay was Chancellor Richard Carranza's Deputy Chief of Staff in the Education Department

He was arrested on an airport in Milwaukee, Wisconsin on Sunday on charge of using a computer to facilitate a child sex crime

The City has already fired him. He served for both of de Blasio's school chancellors.

Hay is a Wisconsin native and was a principal in the state before taking on the administrative job in New York City in 2016.

It's not clear how long authorities in Neenah, a small town between Milwaukee and Green Bay, began investigating Hay.

David Hay's background check was never completed by the Department of Investigation after he joined the education department in 2016.

There is a backlog of 6,000 (!) unfinished checks that apply to high-level officials across city government.

Still: Hay went through two background checks by the Department of Education, under a separate check, and nothing came up. New DOI commissioner said she inherited huge background check backlog and has spent months working on the problem.
