Wrong. Consent is the communication that you desire an action from someone that, absent consent, might be considered an act of aggressive violence. The age of the consenter has no bearing on someone's ability to give consent, except as it correlates with an inability to communicate. A 12 year old is perfectly capable of communicating consent, absent any mental defect, to sex, as is a 25 year old.
