Always thought that the traffickers use these parks to profile their victims. Checking out how much the parents pay attention and such. And yes I’ve seen people taking pictures from other kids in these sort of amusement parks. The abductions happen usually after and not in these parks. Of course there are also cases as you mentioned in op where they tried it right in the park but I believe professional traffickers pick their targets in precisely these parks.
