Let's build an UNDERGROUND WALL, just like Israel did with our "military aid" money. Except, let's use EL CHAPO'S confiscated billions so we can say MEXICO PAID FOR IT. The underground wall would help stop drugs and human trafficking. Use the military to guard above ground.
