More likely to be an assault I'd say given that it's being described as "marks on his neck" and not found with a rope or cord of some sort. Potential arkancide of course, but also could quite easily just be a pissed off inmate that wanted to attack a pedo. And I'd also agree that being a sneaky Jew he could quite easily have manufactured the whole thing to get a move and some special treatment "protected" status.
