Both China and Russia have the capabilities to launch cyber-attacks that could at least temporarily disrupt US critical infrastructure such as power networks. Russia has demonstrated its capabilities in Ukraine and China-based hackers broke into the computers of a public utility in the northeastern U.S. Between tensions over tariffs and U.S. companies selling arms to Taiwan, China would be high on the list of possible state actors involved.
