Many of those who were raped and murdered were underage girls, and the elite looked away, and thus facilitated the crimes.

And probably the police, state attorneys, politicians and judges were even involved. As usual.

Bad things were going on there even in the early '70's. There was a bridge from El Paso to Juarez and border crossing by Americans was easy. There were "dentist" offices on every corner. These were the fronts for prostitution. Also, drugs flowed easily into the U.S. from there.
