Someone help me understand why the complaint was made in 2013 and not unsealed until 2019? Why has this guy been walking free for the last 6 years? Could they have been using him as an informant?

Marques has been in custody [in Ireland] since his arrest in August 2013 after being refused bail over concerns including that he represented a flight risk and may interfere with evidence. His Attorneys have fought for several years to prevent his extradition to the United States on the grounds that he had Asperger syndrome and would not receive the appropriate care in a US prison, if extradited.

Our Director of Public Prosecutions refused to let him be extradited because he has Apserger’s. She has a track record of letting sex offenders off the hook https://www.rte.ie/news/ireland/2017/1125/922769-dpp-conference/

That's one factor. Another is that there was a backlog in cases that got hung up in the system during the Obama years. Those have apparently been getting cleared out. The folks running the Sealed Indictment spreadsheet talk about it occasionally.
