Well, duh...
Tech giants 'could stop child porn online if they wanted to', says chief of National Crime Agency is the headline in this Telegraph article, the majority of which is behind a paywall. But I think we get the gist of it with what we can see:
https://www.telegraph.co.uk/news/2018/09/30/tech-firms-must-do-tackle-rise-ofchild-abuse-images-shared-online/
Tech firms could end the proliferation of indecent images of children online instead of tolerating it, the National Crime Agency (NCA) chief leading the fight against child abuse has said.
Rob Jones said the firms had the technology to be more proactive to prevent images reaching the web in the first place to stop crime happening and to hunt down paedophiles grooming children.
In an interview with The Telegraph, he warned their approach was too reactive and there was a danger of online child abuse being normalised in society by the continued proliferation of thousands of images that were too easy to access on the “open” web.

Tech companies 'must stop paedophiles uploading child sex abuse images', National Crime Agency says
“Why wouldn’t we stop tens of thousands of children getting exploited and abused if we have the means to do it?”
Well Rob, that's what we've been asking for years now on these forums.

I hate to say this, but we are in a weird double bind.
Stop Online Exploitation Sex Trafficking Act (Sesta), which took down backpage, is our best hope in convicting Social Media Companies for knowingly facilitating trafficking rings.
however, it essentially nullifies section 230 of the communications act which makes isp's and hosts not liable when users post illegal content.
This is how Bernie Sanders pages were taken down. Malicious entities uploaded CP to political facebook groups and facebook took the whole pages down.
I feel that SESTA is almost a Trojan Horse for net neutrality legislation. If it becomes widely enforced, it lets the government control private webpages.
It also could be used to take down bitcoin (whatever your opinions of it are), as there is child porn images irreversibly saved to the blockchain.
