From the video it looks like the most narrow area is where the wood cover is. Also looks like the wood cover can be moved. Regardless, people did move around in that tunnel. Do you really think they would get so close and not climb up?
The reports say the mexican side had a ladder, but there was nothing on the US side.
If you are just trying to move drugs 600 feet under the border, there's no reason for the folks in the tunnel ever to be on the US side. You just move the drugs and then the guy in US throws down a small bag or bucket tied to a rope and you just hoist the drugs out. The folks in the tunnel just walk back to Mexico. Seems like a simple proposition.

I got it now. That sentence that was quoted was badly written.
The tunnel opening on one side was only 8 inches wide.
That still seems to be a major stretch. The tunnel on the US side was 8 inches wide. That's pretty small.
