Become? No. Incompetent? No. The CIA has always been pure evil, even when it was the OSS, and they've always been extremely competent in their endeavors. Since Vietnam, they've trained and armed our insurgent enemies, from Ho Chi Minh to Bin Laden. Then they abandon them so they'll fight our military. The resulting unwinnable war distracts the world from their real business, drug and human trafficking. They use their extensive intermational network of career criminals to influence policy worldwide, but especially in the US, where they effectively control the entire left and about half of the right.

It's also worth noting that the CIA is a textbook example of redundancy. See, America has close to two dozen intelligence agencies that we know of. But the CIA is the only one of these that is an independent agency. They're also the only one that has ever been caught experimenting on, abducting and/or killing Americans on US soil.
