The most vulnerable position for an investigator to be in might be when your target knows that you know, but nobody else amongst the public knows what you know. There's some measure of safety in announcing that you're going to release something and giving files to a few trusted people as kind of an insurance policy.
I have no clue what he's investigating or why he doesn't want to release right away. If the facts are complex and hard for an outsider to grasp, maybe they want to put together a few graphics and videos and documents to explain everything and publicize it. This is speculation: I don't know for certain why they wouldn't drop things sooner.

Yeah, good point. I suppose that could be useful in certain situations. I am not sure how it would be useful here. Too many people get killed the day before they are supposed to testify or release something important.
