Back in the early PG days, a lot of people on this board looked up to James Woods. They thought he was the shit. This wad evidenced by the fact that he was tweeting things like:

GOOD DOG, BAD DOG
However, the guy has a very sinister undertone if you actually watch the things he's been in. To start with, here are a few articles from different publications about how he has a very creepy penchant for much, MUCH younger women:

Next, we will move on to some of his films. First, let's look at Videodrome, which I will admit is a movie that I enjoy. But upon further analyzing it, it has a sinister message, that message being that the elite upper class want to disturb and rot your mind by bombarding it with sexually violent images through the media. In the movie, Woods plays the owner of a sleazy late-night TV network that specializes is sexual and violent programming.

Next, he was in a movie called Another Day in Paradise, which was directed by Larry Clark. You may know Larry Clark as the Director of the films KIDS and KEN PARK, both of which contain explicit sexual scenes between actors and actresses who were UNDER EIGHTEEN. Not their characters, the actual actors were under eighteen, and they do drugs and have sex in almost all of Larry Clark's films. Clark specifically wanted James Woods for the role of Mel, a sadistic junkie sadist.
Next, let's look at an episode of Family Guy called "Brian Griffin's House of Payne." In this episode, James Woods and Brian Griffin (the dog character) end up working together on a TV pilot called "Class Holes." In the episode, James Woods has two scenes where he makes pedo jokes. The first scene (Starts at 10:52 in the video below) has James Woods saying "Okay, thanks a lot everybody, I gotta go. I got some school bus seats to sniff." The second scene (Starts at 18:42 in the video below), has James saying "Do you guys have a studio lawyer or something? Because I banged that chick, and I think she is WELL under eighteen years old."

Nah. Been over this before. While the Family Guy jokes are a bit sick they are meant to lampoon Woods' known attraction to young women.
Woods has played himself in that show for years. He keeps going back, happy to send himself up. Compare that to the dodgy jokes and insinuations about other Hollywood celebrities that Seth MacFarlane has written without the inclusion of those people to share in the joke. If MacFarlane knew something truly sinister about James Woods, there's no way he'd actually invite him onto the show.

It's not direct though. It could mean 16, 17, 18 years old just as much as 6, 7 and 8. Seeing as people already know Woods is a creep for teenage girls its more likely thats what the bus seats line was referring to.
