Thanks for posting the research supporting this, @Honeybee_. I've been hoping there was some kind of professional documentation corroborating this, and that last link is quite sobering. It would be interesting to look into the investigators who put together this training manual.

THE OCCULT - A NEW POLICE PROBLEM

The many problems involved with the occult explosion is becoming a many faceted puzzle confronting Law Enforcement today. In addition, it is most difficult to understand for involved in secret practices of satanic worship are deeper unlimited drugs and narcotics, deviant sexual behavior that go with it.

Unfortunately, the police investigator attempts to analyze these type crimes with his normal conception of criminal investigation. In the cases of satanic practices involving deviant sexual behavior, the investigator forgets the offense was committed by an abnormal person influenced by many strange and complex motivations and, therefore, Law Enforcement's analysis of this and the criminal must be guided by the principles of abnormal sexology. It is imperative these cases be solved. They are vicious, revolting and create fear in any community.

And was the wildly popular show of the era, The X-Files, an attempt to desensitize the public to the "occult explosion" these law enforcement trainers mention?

Your last point hit the nail on the head! Satanic panic started way after Gore and horror started gaining popularity. Directors like Dario Argento, Sam Raimi, and movies like Rosemary's Baby, The Exorcist, The Shining etc were all around before the Hosanna Church satanic ritual abuse case or the McMartin Preschool incident.

Then of course there was pedo Dr. Peter Freyd who invented the "False Memory Syndrome" to cover up the fact he molested his own daughter... nothing to see here folks.
