I'm sorry but this simply doesn't seem practical. It seems like implementing this would be a significant technical challenge and thus be expensive and it wouldn't apply to most people whatsoever. And the folks who did apply to would just change phones or use different software. It just seems that if you implemented this technology the ones it applied to would simply find ways around it. Right now there's billions of phones in circulation with very good cameras that don't have this tech.
