The hair dye is puzzling to me. Maybe they were trying to cover gray hair.... but I think not.

you'd thnk a blonde kid, were they shipped overseas for abuse, would fetch a high price to a rich chinese pedo or whatever. Fuck i hate thinking about this shit. Anyway, you dye their hair, you have to wait 6 months before they go blonde again, compromises earnings.
The disguise from parents / amber alert etc theory fits, though - or, the traffickers are latino and if they are explaining to border guards that the kids are theirs - it doesnt really work with blonde kids hanging around. maybe that's it.

Without knowing more about the hair dye, it's possible that it is not permanent dye but the kind that washes out in a few weeks.
