One last thing I forgot to put in the OP is that Carlos Slim also makes most of his money via transfer payments from Mexicans(legal/illegal) sending money hoe to their families... So it could make sense that he is using CEMEX to get these people into the country. They have a massive infrastructure all set up for this task and also an easy way to get rid of anybody that might cause them any trouble.
