At first I thought maybe a hub for immigrant smuggling not stolen children, but hair dye suggests kidnapping and identity concealing (to not match missing person photos & descriptions), smuggled immigrants won't have missing person reports & dyed hair probably makes them stick out more... Yikes.

That was my first thought too. Its a shame that the leader of Veterans On Patrol is a maniac because that area needs to be investigated by people that are not unhinged.
