The FBI travels the world to impose themselves on local police force to seize child porn because 50% of it is produced in the U.S. It is then parsed to go into various buckets depending on factors. Ashton Kutcher and NCMEC have databases of known content. So all the content that had already been previously seized is simply quantified. All the new content is supposed to go to the investigation because all of the videos are assumed to be evidence of a crime. But before that is done, the juicy stuff has to be removed. That would be videos that features:
Protected individuals (who have popped up before and paid their due to the Cannibal Queen)
Extortion candidates (Who will be approached with an offer of protection against a donation to the Cannibal Queen)
That is why there is a highly cleared bridge between NCMEC and CGI and why all the people in CGI are very rich and suspected (or convicted) pedophiles.
Most of the founders of ICMEC and NCMEC are usual suspects and Royalty...
