I worked for an international aid charity in the 90's, they knew all about child theft in disaster areas, the pedosnatchers were always there. The workers were told to look out for them and to avoid confrontation.

God, I so remember this crap as a child. Our city experienced major flooding. Streets were impassable. the kids wanted to go out and play in the canoe deep water. Mom said, " no b/c people come for kids at a time like this......" Wow
