This is not it, someone is trolling you. This incident produced a mountain of OC and is well known to anons that were involved in the election.
Only because anons altered it with photoshop to look more like pepe. It was a time when the boards were full on focused on the election and Hill mentioned the evil pepe in a speech and the internet went wild producing content. It doesn't matter that you think it looks bizarre, it's no reason to jump to conclusions or to continue claiming it's from the H/H tape when it is not.
