Someone in the comments suggests the show was All That. I looked the show up, a Nick kids comedy sketch show. Flicked though the photos on IMDB. Saw a live horned goat, someone wearing a slice of pizza over their face and the same person dressed up as a baby.
I watched All That as a kid on an irregular basis. I don't remember anything especially creepy but I was also pretty young. To say the least, it wouldn't surprise me.
