In the 1970s, the Berlin government ran a program -: The Kentler Experiment - whereby homeless teenagers were placed with convicted paedophiles. According to Wikipedia the teenagers were mostly between the ages 13-15. It was the 'brainchild' of a psychologist called Helmut Kentler who (according to the same source) was "an avowed homosexual, and had three adopted sons and a foster son." Pizzagate-related because shows historical collaboration between authorities and paedophiles. I hadn't heard of this 'experiment' before so I'm guessing the same is true for some others.
