Supposedly it was named after land clearing fires, but who knows. Woodburn is strange. A less than one square mile city, 1600 people, and has an insular history according to Wikipedia:

Safe Haven Baby Boxes vile PSA, including the prized occult number 13 shows up three times:
1:07: a teacher hands out Safe Haven Baby Boxes bookmarks to the class. The viewer's eye is then drawn to "Look up prosecution" at 1:37.
SHBB seems to encourage secrecy and no prenatal care. The next scene depicts a teen having just given birth on a bathroom floor.
In the next scene she calls the Baby Box hotline, having remembered her teacher passed out the number.
The Baby Box hotline volunteer directs her to dump her baby in a metal box.
2:55: The box in this hypothetical situation is in the town of Woodburn. Considering the occult TPTB, the name is disconcerting.
A lone fireman shows up in the scenario, odd?
3:03: Number "13" coincidences? Ambulance "number 13" will take the baby. The vehicle is number 265 and 643:
