It should never have been permitted and isn’t, legally. It happens. Everyone ignores it. Or they outrage and move on. Again, EVERYONE is complicit

But everyone ISN'T complicit. "Everyone is complicit" is the "B" or "C" argument of the GUILTY. If "everyone" is guilty, then how can we single out anyone for punishment?
