No one has an index finger that big....surely this has been drawn to look like a childs hand wrapped around a penis? Otherwise its the wierdest giant sized finger I have ever seen.

Exactly. And the radiating colored lines give the impression of motion and/or joy, and they seem designed to call attention to that part of the drawing.
