You are unbelievably stupid. In a world where nearly unbreakable encryption is extremely simple to use, why would any one use 8chan posts to signal to secret agents. If encryption was not effective then the government wouldn't be trying to twist the arms everyone in the industry to build in back doors for them. They also wouldnt have had to build one of the largest facilities in the world to store encrypted communications with the hope of decrypting them in the future with quantum computers (which is dubious anyways). If they had the ability to crack the encryption now, they wouldn't have had to buy most of the world's hard drives.
I have worked in US govt. facilities before doing network security. They are OBSESSED with encryption. Everything is encrypted. Every hard drive, every sd card, every usb drive, every phone is encrypted. Usually only encrypted protocols are allowed, even in the internal network. If it wasn't effective they wouldn't be going to those extreme measures.
Hiding in plain sight could be effective in some circumstances, but only if you try not to attract attention. Q is definitely trying to attract as much attention as possible (big larp indicator) and everyone knows where to go find him. If they had AI bots that were advanced enough to see into encrypted traffic, they could definitely find his posts on 8chan.

Yes they are allowed, they just have to follow FIPS standard. SD cards are in government issued phones and have to be encrypted.
