UPDATE

Was hopeful at first but thanks to some good detective work the source of the "CPS" sticker was identified. It almost certainly comes from "Consumer Portfolio Services" which claims to be an auto finance co, and I believe they also handle repossession's and work with debt collectors. They are based out of Irvine CA but do have an office in Chesapeake VA.

I've put together a side by side comparison of the logo's but they do look very similar.

Please read the comment I just made. There is more to this story I believe. Why would a Co. send someone to do this? Possibly photo shopped sticker? Could be.
