The "astonishing" executive order is due to a law proposed by John McCain and Ben Cardin and signed into law by Obama in 2016.

It's called the Global Magnitsky Act look it up.

The list of people who face financial sanctions is drawn up by Secretary of the Treasury, in consultation with the Secretary of State and the Attorney General) and visa restrictions are drawn up by Secretary of State and by the letter of the law, they have to consult with congress on who goes on the list.
