SHORT EYES - is a prison term for pedos because their eyes focus short of the subject matter. Seems there is often some triangulation error between the eyes and the mouth on a Pedo. Wonky/ droop eyes could be cause by drugs like Librium which can affect the occular nerve hence the term "drugged up to the eye balls".
