These appear to have been generated using the PACER governmental website. PACER = Public Access to Court Electronic Records (access the website here). I'm not sure but I think you have to be signed in and pay some fee to generate these records.

Is that number pertinent to just Mueller's cases or the whole court system?

It's whole court system. It's been said that there never was as many sealed indictments in such a short amount of time in US history. I think there were about 1100 sealed indictments in 2009 for the whole year. Those 4300+ indictments are only for the period covering october 31 to november 22 or something like that. If true it's truly exceptional.
