Going to disagree. I think the general public do need seeding.

Why would our government start with baby steps, busting a few people for sexual impropriety, just so they don't shock anybody? If our government had any intention of arresting pedophiles they would start busting them regardless of who it shocked. The very fact that our would take a slow roll approach in busting criminals to "seed" us for something is bizarre to me. I see people saying "our government is going slow on this so it doesn't shock people."

I can't even dream of a world in which that would be needed.
