Apparently Coral Springs Police Department, in Florida, sat on this complaint filed in 2015. I am not clear on how this is coming to light at this time. I am wondering if maybe a whistle blower is revealing this information now.
Or they sat on it and now there are more coming forward and they cannot plug the dam? Idk, sounds fishy to me. Not that it is not true but the not reporting.

Yes, there has to be more to the story. My husband has friends who remain in contact with Coy. I will keep seeking more information.
