From my own experience in the '60's, the medical people were the worst, the ones who were officially positioned to protect children against rumored child abuse. In my boy scout camp , the leaders of the pedophile group of scout masters were the camp Doctors. They provided lega cover for all.

CPS was corrupt in my county back then. Foster Care in the two family's I got to know, was just raw abuse, a free for all on the foster children, The new girls especially were called fresh meat. That was part of the fun of foster care for the Dad, his farm hands and his older boys. Town boys like me, invited to spend the night, got used there too. The other family had a similar sexual free for all going. The case workers were in on it.

No agency is all bad or all good, life is never as simple as we would like it to be. What's happening now, I have no clue. But I bet the bad apples are getting sour.
