The "+++" obviously meaning, plus, plus, plus or in other words "bonus, bonus, bonus". Beyond the original purpose of Trump's visit to Japan he has also succeeded in improving the US economy with arms sales to Japan. Q (the "leaker") saw that the people following his post had translated "+++" to mean that Trump had begun military action against N Korea. So, he started using "+++" to enhance the excitement and to encourage that interpretation. At least that's my take on it.
