You remember that joke That goes something like this....
"You don't need to outrun the bear, you just need to outrun your friend."
As with all things there are heirarchies. And even in the corruption game there are upper and lower levels. If the upper levels get focused on they just trip some of their friends so the bear has something to chew on and maybe he'll just forget about them.
Don't get me wrong. They are sick and it's all evil and wrong and has to be brought to justice. But don't lose the big picture.
