Traffic citations don't involve arrests. There are same traffic citations which are arrestable, but that means he'd have to have been arrested for an arrestable traffic offense.
That is true but you type any name into that website and it will bring up information and then ask you to pay money to see it. Try it out with an ex's name or someone you don't like.

I've seen this site being passed around. An Anon paid for the full report. No new arrests just old traffic citations.
