To be fair, you could claim a false flag going to happen at any time, because shootings in US are about as frequent as rapes in Sweden or vehicular genocide in the rest of EU.
I imagine it's similar with shootings in US. First of all, almost none of colored-on-colored crimes get reported, unless there's a whitey to blame for it. Secondly, colored-on-colored murders fall under crime prevention.

Ahhh rapes in Sweden are much more prevalent just not as reported.
