The date and location do fit with him being Stephen Paddocks grandfather. This from wiki on Stephen's father

Paddock was born in Sheboygan, Wisconsin on November 1, 1926,[6][nb 1] the son of Benjamin Hoskins Paddock Sr. and Olga Gunderson.[11]
