They control the narrative. Something is always about to happen but never does, tick tock... tick tock... After so many times of this people just get bored with the story and don't care. I think the Edward Snowden leaks worked the same way. Little bits of information pushed out that everyone already knew was happening. Nothing of major significance. After a year or so of that, when people look at the news and see "New information comes to light about Govt. surveillance." no one cares enough to read it because it's the same old shit. Problem, Action, Solution. They get out in front of major scandals by making mini scandals that never go anywhere. By the time an actual serious issue hits the fan then no one cares anymore.
