The CIA was rebooted by the Clinton Administration, from reducing on-ground operations to an expansion of affirmative action policies. A lot of smart white men took early retirement. The result was 9-11. This was left out of the official 9-11 report. Similarly, the 9-11 report left out the racial mix of the TSA staff at Logan Airport, Boston, MA, and what passed for security.
The last thing the CIA needs is a 'manuel' (sic). What they need is less political bias.
