Any business that loses 1% of its merchandise through pilfering is actually doing pretty good. Walmart's shrinkage rate is about 3%!! I wonder if Kansas has been paying its contractors a bonus for their stellar performance. I mean they are at the national average, so they are doing better than 50% of states. Surely that's worth a bonus?
Here's a fun idea that will achieve more than griping here. Write to your state's Child Protective Services and ask for their 'shrinkage' numbers. If they don't provide the data, file a Freedom of Information request (FOIA) and scare the crap out of them.
