Yes i think he does, seeing as Cali recently passed/decriminalized 12yr and over street workers from prosecution,( still illegal for 'customers' to procure or pay). The bs behind this apparently, was to give underage workers more protection from exploitation by nor criminalizing them ??? like wtf... really, it really is all backwards, inverted, Satanic/Luciferian.. How about getting them off the street into safe houses with the appropriate social/individual help !!. Oh that's right , that costs lots of time, care and money. Easier to allow them to remain walking the street free from prosecution, but not from exploitation!!.
