I think the Minerva "rule" spoken of is to formulate a postulate such way that the one to be eradicated (in this case Gaddafi) is presented to be the bad guy, sufficiently supported by public opinion, even if this public opinion is an illusion crafted by the perpetrators, where the perpetrators would and could be presented as the savior of said public (opinion), and as such, be made to look like intervention is legitimate by the will of the people.

To create the necessary "public opinion" and create the domestic "cry for external help" to legitimize intervention.
