And you are both jumped the gun thinking about wiretaps. It was most likely someone on the White House staff who leaked it as Rorabacher suspects. You don't need a wiretap for that
They didn't need FISA wiretaps or even unmasking. Everyone was unmasked that were classified as "enemies". I believe this is why Flynn went to the NSC - to find the secret SCIFs and their terminals and work backwards from there.
Understand there are SCIFs everywhere in DC. I mean everywhere. Given the flagrant violation of all security procedures by the last administration, there is no guarantee that the SCIF was ever certified by any cognizant authority.
As long as the proper terminal hardware was available to connect to the ghost ring via fiber, it could have been a regular terminal in a rented office anywhere and no one would ever now.
Until the data sluice is/was found, those programs could continue to monitor Americans illegally.

Who said "wiretaps" you know how it works on the inside tell everyone about the reality of "wiretaps" and what really happens.
Explain FISA since you are knowledgeable.
General Michael Flynn might have some answers for you.
Nobody gets lawful access to that phone call except an extremely small handful. You know that don't obfuscate.
