There would be very few who had lawful access to that phone call. Trump needs to shut it all down right now and find that leaker. That is someone in the very top in the National Security Council.
Not shutting it down but reforming and following constitutional law might help. The POTUS or NSC such as Kelly would only lawfully be intercepted by very few. Leaking it in any form is against the law. Narrowing down who did it would be easy. I am sure Admiral Rogers knows and is not pleased.
The risk to NS is huge if not only allies don't believe they can trust the calls but foes is horrible.

Wouldn't this mean shutting down all of the NSA, CIA, etc? Aren't they the ones with phone (all electronic communication) intercepting capabilities?
