A guy named Michael Terrence Meiring was making bombs in the city of Davao when Duterte was mayor there.
The guy managed to blow himself up while making them, and the cops arrested him, but took him to a hospital rather than jail, because one of his legs was blown off.
Overnight, some guys wearing FBI jackets showed up and: "The men persuaded the hospital administrator to allow them to take Meiring, the commander says, by offering the administrator a deal. Let Meiring go, and they would ensure the administrator's daughter — a nurse — would get a coveted U.S. visa."
Clearly the guy was being used by the US government to do bombings in the Philippines. And they didn't care about justice, or the Philippine legal system. They just wanted to snatch the guy before he could reveal what the US was up to covertly.
